I am not very sure. The pictures are modified in Photoshop ? If the answer is yes… the celebrities seems to look like any people. They are not perfect and the pictures show exactly this thing.

Looks like the liquify/pucker tool is getting a lot of use. and surface blur + gausian blur is being used a lot too.
